Mulch, for sure!
We have clay soil, so stone pretty much turns everything into cement. It lasts a long time, but you can't grow any plants in it.
Mulch breaks down, but it breaks down into compost which is really yummy for plants.

because when you inevitably want to replant or pull something out, the mulch can fall into the hole/be mixed in, but you've got to remove the stones.
Thanks for your input! I do not have a green thumb whatsoever, so any advice is appreciated. The guy that ownd this house before us used stone, and it badly needed to be replaced. But we thought it would be a little pricey compared to mulch. We just weren't sure on the comparison of the maintenance of the two as to which would be harder to maintain.

You'll have to do more "work" with mulch in that it will need to be replaced once a year or so as it breaks down. But I seriously think that stone is a PITA for planting beds. It also looks terrible when the leaves start falling as some kinda get wedged between stones & such...you've basically got to pick it out by hand. Mulch, on the otherhand, doesn't look as terrible w/ leaves on it b/c they are the same basic color so it's not imperative to pick up every.single.leaf.

If you have hot summers, the rocks will retain heat and can bake some of your plants.
And ditto all the other things people said about having rock. I think it's a pain in the ass.

Our house that we just bought has rock in almost all of the flower beds. This will be our first spring/summer in the house. We are going to get rid of all the rock and put down mulch. I think mulch looks nicer, it's good for the soil, and if you mow over a piece of mulch, it's not as bad as mowing over a rock.
