Redoing Textured Walls

My husband and I just bought a house. I love the space and the layout, but the original owners have done this strange thing to the walls in the living room.

Brown craft paper has been put all over the walls in an attempt to make it look like faux leather, but really, it just looks like brown paper glued to the walls. I've asked a couple of people, and they don't seem to know, but how do you get it off?

I was wanting to paint the living room and this paper is peeling off in some places. It makes the living room look like a big brown cave, and I'm definitely not a fan. Would it be removed like wallpaper? It doesn't seem to be as thick as wallpaper. I don't want to damage the walls underneath.

I'd try wallpaper removing spray/steam...hopefully they used wallpaper paste and not something weird. Start in a less prominent location (not eye level), like down near the floor in the corner, but behind where a piece of furniture would be.

You may have to put new dry wall up if you cannot steam it off.  We had a situation where people painted over wallpaper.  It wouldn't come off, but you could see the wallpaper texture and stains. In the end it was just easier to install a drywall facade.
