Loud Neighbors & Their Perfect Pet

Hello everyone! Sorry if this post is a bit long...
My husband and I moved into our first house about a year ago and soon realized we had obnoxiously loud neighbors. We said something to them about the noise twice. The first time we were nice about it and the noise got worse. The second time we basically told them to keep it down or we would start filing noise complaints. The noise didn't stop, but did go down to a more reasonable volume that we could live with so we let it go.
Now they have a new dog, who never shuts up. He wakes us up in the morning and we will hear him through out the day, whether he is inside or outside or if they are home or not. And we haven't heard them try to quiet him once.
So my question is... Do we talk to them and risk things getting worse like before? Or should we call the local dog warden or police? We are expecting our first baby this December and I know if he wakes up our new born I will probably lose my cool with them.
