Uhh, what? (bit of a vent)
DH and I just moved into a new apartment in July. This is the first place where either of us has ever had a gas bill - we've always lived in all-electric apartments before. In this apartment, the only thing that uses gas is the heat. So, as expected, our first gas bill shows a usage of exactly 0 units of gas. But it's still for almost $15. There's a service and delivery charge. For providing no service other than coming out to see if we owe them money for energy that was not delivered. What?? I have yet to call and find out if this is a one-time charge or a monthly thing...
Do your utilities charge you fees just for being alive?

All utilities have a service charge. Many have multiple other charges in addition to your actual usage.

I'll do ya one better. Our energy company does this also and their base monthly rate...which varies depending on how much energy we use on TOP of the normal energy usage...is usually 1.5-2 times the actual energy usage. It's basically nothing but a legal "scam" the energy and gas companies use to skirt around the government rules that limit what they can charge for a kwh.
Our gas is on the same bill and it is the same thing, only the "base rate" is an even bigger multiplier. I typically use $2-$3 worth of gas each month, but the base rate varies somewhere around $15.
However, I was able to give a big "Screw You" back to the energy company because I got solar panels installed on my house. It has drastically reduced my energy usage because I'm saving on both the usage and the base rate side.
