What do you picture as business casual attire?

Hoping you can help here. H and I have been invited to a birthday dinner for a mutual friend of ours at a really nice restaurant tonight. It seems like a cool little place in the heart of the city and their website says that the dress is "business casual, no jeans, shorts or other inappropriate clothing". Therein lies the problem.
I'm planning on just wearing a little black dress with some fun jewelry but H has no clue what he should wear. He works as an airplane mechanic and so his usual work clothes are old jeans and ratty t-shirts (which comprise 99% of his wardrobe). Aside from that he owns a tux that he bought for our wedding and a few pairs of black pants and button down shirts, most of them short-sleeved, but a few are long sleeved, and most of them have some sort of pattern to them--they aren't particularly stylish but they are more "dressy" (he bought them when he worked as an assistant manager at a grocery store while in college).
Do you think the black pants and a button-down shirt would work for him? It's not exactly what I envision when I picture business casual for guys, and while I would love an excuse to go shopping I have enough to do today as it is, haha.

Biz casual is a shirt with a collar (dress shirt - unbuttoned at the top [no tie] or a polo type shirt) No tee-shirts. For pants it means no blue denim or jean material of another color. Grey, black, navy, or khaki colored bottoms are fine. Shirt should be tucked in with a belt and dressier shoes (no sandals, flip flops, sneakers, etc.)
He ended up wearing his black pants and a nice button down shirt and he was just fine and we enjoyed the evening out. He did mention wanting to go look at blazers and nice jeans so that he can look nice when we go out, lol. Maybe seeing how other people were dressing made him think about it, I don't know.
I come from a family that tends to be over-dressed (my mom would kill me if she ever saw me out in public in sweatpants or without make-up, lol), and his family tends to underdress so sometimes DH and I don't always see eye to eye on what proper attire is and I appreciate all the input.
