Help me dress myself

We're going to a pumpkin carving party tomorrow and Halloween party next week. Both are costume mandatory.

This is my costume.

It is supposed to be pretty chilly so I want to wear something on my legs for warmth but not spend any more money.

My options are black tights, black leggings, and blue tights.

Also, what kind of shoes?

What is that dress supposed to be?

I'd only go with the blue tights if they exactly match the blue of the dress. Otherwise:

black leggings if you have black boots/booties to wear to cover the ends of the leggings

black tights if you're going to wear black flats or pumps
