Just a warning... this might get a little long.
I really do like my job. I love the people I work with. But the company I work for is pretty shitty. I get paid about half what I'm worth, and I've been doing awesome - performing at a level 2-3 positions above the one I actually have right now, bringing in lots of funding for our group when that technically isn't my job, and when I ask about a promotion all they say is "soon".
I finally cracked recently and applied for another job in our area. I talked to the HR woman about the job, and once I realized it sounded awesome and I was pretty qualified (though I would have to sell it a bit), I sent in my resume. Got an automated response that they received it, but that was it.
Called the same HR woman two weeks later and left a voicemail - never heard back.
Emailed the careers email address again two weeks after that, still nothing.
So on the website, it says you can send in your resume, but there's also an application form on there. I only sent my resume, because I read it as an "either/or" kind of thing, but now I'm wondering if I should fill out the application form and resend in my info.
My main thing is that there are two jobs listed -- one that I'm mostly qualified for but is a tiny bit of a stretch, that I applied for. But there's another one that I'm definitely completely qualified for that I inquired about in my original application email (basically a "I really want this one, but if you think I'd be better suited for that other one I'd like to talk to you about it"). That's why I'm so frustrated I haven't heard anything.
My boss said in my most recent performance review that he was scared I was going to outgrow our company, and that he would do anything to keep me. I'm feeling like I need to show them that I would seriously consider leaving (which I would), to make them give me the promotion and raise I deserve.
So what would you do in my situation? Would you fill out the application form and send in your resume again? Or would you take the hint that they're not interested and just suck it up?

I would understand the resume and application form as an either/or situation as well, so don't worry about that.
When you said "applied for another job in our area" do you mean it's with a different company? Or same company, different area/department? If it's the same company, different area, I'd try the HR person again - give her a call or email. If it's a different company, I'd just sit and wait. It can suck waiting to hear about a job, but it's often an insanely long process, so don't feel bad if you don't hear anything for awhile.
I hated my previous job and was applying for new positions throughout the summer and was offered my new job in September. Then, at the end of October, so several months after I had applied for various positions, I got a call about a job interview for a position I had applied for back in August. And this wasn't a huge workplace with lots of red tape either - it was a smaller, local non-profit. You never know when that certain person is on holidays, which holds up the process or if it's just not a priority for the HR person at that point in time.
If it was me, I would start looking for other jobs and apply for anything and everything that interests you. It's good to start getting your name out there and it can also give you practice for cover letters, interviews, etc. And if/when you do get offered a job, you can go to your current boss and see what he says about a promotion/raise.
