Our house is chilly, we have baseboard heat in a rental - thus the baseboards are undersized for the rooms and we get no sun for most of the day.
When LO comes home, they'll primarily be sleeping in a bassinet on my side of the bed and a pack and play or swing in the living room. I plan on swaddling, but can I put a little blanket over them? No where near their face... under their arms? It wouldn't be a fuzzy blanket, probably more like an afghan style blanket.
I just don't want them to be cold and I'm cold... my toes are seriously frozen right now.

Usually if I think it's cold (I'm always cold BTW) I'll put her in a sleeper outfit (I think that's what they are called) and a beanie and she will usually start sweating within 5 minutes while I'm still freezing.
Blankets have never been a worry for us because A is a stationary sleeper, and I always tuck the blanket under her arms and wrap it around her body.
Your baby may be like @bridget0117 though and may sleep really warm, so I would make sure to have a few blankets on hand and just see how it goes once baby gets here.
