Isn't that the truth about Facebook! When you invite them to things, do they show up? If I get invites to things that I know are more of a 'political' move than anything I tend to turn them down.
So when you invite them to stuff, do they participate?
I have had many friendships fall apart and eventually learned to stop feeling bad about it happening. Sometimes it isn't worth trying to force something when you could just be enjoying your time elsewhere.
I would take it event by event. The next time you are doing something if you don't mind if they come and it doesn't create any extra hassle for you by inviting them, then go for it. But if you really don't want them there or sending an invite is more hassle than it is worth, forget it.
If you continue to invite them to things and they never do anthing then I would remove them from the "invite list" after a certain time period.
I always to to do the nice thing, include people or be the bigger person, but it isn't always easy. But after so many invites with no response or decline I think they are eventually just not worth it anymore.

I can't add anything different from the others have said. Good luck!
