My friend found a cocker spaniel wandering across University Drive with no tags or anything. She's trying to find it a home and the Humane Society won't take it.

I would have her put up signs (with the shelter contact info and a description of the dog) in the area and possibly contact local vet clinics to see if they might know the dog.
Good for your friend for stopping to help - so many people drive right by pretending not to notice animals wandering around.
I hope they are able to find her home.
