I made these last night and they turned out VERY well (a minor substitution and recommendation at the end):

These were pretty easy to make and tasted VERY good. We used a can of diced tomatoes w/green chilies instead of just plain diced tomatoes (and I did add a little extra garlic powder to the mix).
Next time, I don't think we'll cook the peppers in a pot for the few minutes. It just wasn't worth it, IMO; I'm going to try soaking the peppers in warm/hot water in the sink for 10-15 minutes before filling and cooking in the oven longer next time. (Soaking, filling, and then baking for like a half hour is the way my mom taught me and I prefer the taste and texture of the crispier pepper.)

The stuffed peppers I make are my mom's recipe...and I use the word recipe very lightly since she just puts a bunch of stuff together and then let's them simmer for 1-2 hours on the stove. The longer they cook, they better they are IMO.
