So I need to plan a b-party for my friend. The MOH is only 19 and asked to not be in charge. No biggie. Well I need some idea of things we could do that don't require you to be 21 so that the MOH can at least be involved for part of the party.

I'm pretty sure D&B only allows 21 and older after a certain time.
You could always go to a bar/restaurant that doesn't card at the door. Like Chickie's & Pete's.
I helped plan a b-party w/ an underage attendee. We did lunch at Swanky Bubbles, an adult toy party, then limo to Olde City. The under 21 gals could do 1-2 of these things.
Another b-party I planned started at Toppers Spa. All the bridesmaids got massages and chipped in the for bride to get her massage. Then we went to dinner at PF Chang's and additional friends met up with us. After that we headed down to AC to hang out.
My b-party was a weekend down the shore. Friday night we had dinner then went out to a few bars and stayed in AC. Saturday and Sunday were spent in OCNJ. Saturday we laid out on the beach and cooked dinner together at a shore house. Saturday night we went out in Sea Isle. Sunday we laid out on the beach again.
BTW if you decide to start with lunch or dinner to include all ages I recommend Nagoya in Cherry Hill on Rt. 70. It's a small hibachi place. I've actually had a better experience there than Benihana, Hiabchi (near D&B), and Mikado- though I love them all. The added bonus is that it's a BYOB and slightly less expensive.
