I cannot believe someone threw newborn puppies in the garbage. Poor pups! I hope the survivors get adopted into loving homes.
The full story had a quote of the guy saying he made "one mistake." No, you made many mistakes. For starters, you should have gotten your dog spayed.

Oh my goodness! That is so stinking sad!!!
I have a soft spot for beagles especially so it made me tear up more than usual reading this!!!
I hate that animal cruelty penalties aren't very strict.
