Condo's along 39 in Hershey
I am not sure what the development is called, its near Giants. Can you rent any of them or are they only to buy? My cousin is moving back to PA from out of state. She doesn't want to rush into buying a house, she wants to rent for awhile. She is having a hard time finding decent places to rent. She wants to be in Hershey/Palmyra/Annville area. She looked a Braircrest apartments, she wasn't crazy about them.

If you're talking the ones behind and to the right of Giant (if you're heading towards Rt. 22 from Hershey) those are The Gardens at Hershey Meadows. The ones before Giant on the right are The Reserve at Hershey Meadows and The Pinnacle at Hershey Meadows. The Gardens and the Reserve both have rental units but the Pinnacle are ones available for purchase.
I know the rental units go quickly in The Reserve depending on the time of year because alot of HMC med and grad students live there or in Briarcrest.
The Gardens & Reserve are both owned and operated by DeSouza Brown. Here's the overview for the Gardens and here's the one for the Reserve. I lived in their sister location (Springford/Terraces at Springford) before DH and I got our TH and the apartments themselves are pretty nice especially the ones on 39 since they are newer. I walked through them with a friend when she was looking in the area. My gripe with Springford had to do with the office personnel and their crappy attitude but the people at the Reserve/Gardens seemed nicer.
