When I am supposed to start tummy time? Is it too soon or should I have started already? And what exactly do I do? Just lay her down on her stomach on a blanket? She seems to small for this.
Any tips?

Yep, that's part of it. If you don't like putting her on her tummy on a blanket, tummy time includes tummy-to-tummy time- as in, you're lying on your back and your daughter is lying on your chest. This is a great opportunity for face-to-face contact and counts as tummy time.
I don't think it's too early at all. We started my son with tummy time pretty much from day 1 (on our chests) and he was rolling over by 4 weeks. So I think it helped him to develop strength.
