My apartment complex is asking for tons of pet info, including a "Proof of Town License," a Rabies Certificate is listed as a separate thing so I know that's not what it is.. has anyone else heard of a town license for your dog?

Yes, most cities/towns have it in MA. I'm actually kind of appalled Charleston did away with it.
Depending on where you live, it could be anywhere from $6 to $20. It was $6 in Boston unless you had a pit bull, then it cost us $60/year to register her in Boston. Stupid.
My parents' town, it is $20 for their spayed female.
That is true. Once, the ACO rounded up all the dogs playing at the park one day, lined us up on the street and inspected them all for tags. No tag = $50 fine.
Wow, I didn't know they actually were doing that.... people suck...
But yes, once we moved into our house, we made sure to get both dogs licensed with the town, just in case. I think it was $10-20 each, plus their rabies cert which was returned to us. Good for a year, but we have to do it every year too... suck.
