I think it was intentional on his part. He was trying to get away with it to give his team an advantage and he did.
I am not sure what the solution to something like that is though. I suppose instituting reply on goal situations might work, but I do not think you would want to have every potential handball reviewable.
I do feel bad for Ireland.
It isn't the first time something like this has happened. Diego makes no apologies for his handball in 1986.

The center ref and AR missed the call, it happens. Not that it is correct but it does happen. Ireland had its' chances to advance in other games besides this one.
Exactly. Refs miss big calls (or make bad calls) in all sports... Sometimes it's in the playoffs and it screws a team over. It really sucks but in the end, you can't blame a win or loss on the officials. It's on the players to win or lose the game.
Seems like the appeals are exhausted - no replay.
As others have said, refs miss big calls in a lot of games. It does suck, but the team can't blame the ref. The game lands on the players in the end to play hard. I think the situation sucks though, especially since the World Cup is coming up soon.
