Ashey Simpson was my first guess.
I can't see the picture but if she's with Pete Wentz from Fall Out Boy then it's Ashlee Simpson.
How do people learn these things?
I'm a FOB fan and Pete and Ashlee Simpson are married and have a child together. If you ever see him with a girl it's ashlee simpson.
At first I thought it wasn't Ashlee Simpson-Wentz because of the hair - Ashlee's hair was red this summer. I just google-imaged her and since she just started in the Broadway show of Chicago, her hair is jet black. Well, as of Dec. 1 anyway, so that could be her.
Do you know where the picture was taken? That might help - I'd think she would have to be in NYC.
Also, you should ask your friend who it is, then we he says "for realz" because you don't know and he says "duh, it's Ashlee Simpson," you can say, she's not really a celebrity, that's why I didn't know who it was.
Then ask him to name 5 other Broadway stars, and John Stamos doesn't count. 
John Stamos is on Broadway? Is he in Chicago too? I would so fly to the city last minute to see that. He's hot.
It was last night at my friend's almost-birthday party.
I wish I could see the pic.
But if it was taken in Chicago then it could definitely be them. FOB is from Chicago and I'm sure they all have family/friends there.
John Stamos is currently in a revival of Bye Bye Birdie.
