I want to do something special for FIL for his bday
Since BIL and FSIL decided to get married on his bday I am sure people
are going to be all wrapped up in the wedding so I want to do something
special for him. Any ideas? I was going to get him a cookie bouquet
but he's diabetic and they don't have sugar free cookies.

You should get a bday cake for him and bring it out in the middle of the reception. Of course everyone will have to sing to him!
