Stupid Question re: electrical outlet safety

Is it dangerous to put a piece of paper over an electrical outlet if it's not being used?

Our cubicles at work have the outlets on the top just above the desk itself, so you don't have to crawl under your desk to plug in your laptops, etc.

I have one that I've never used, and have always had something posted over it. One sheet of paper, hanging vertically over the outlet.

It just dawned on me that this might not be the best idea.

But then I'm thinking you have to plug something in for there to be an active current right? or no?
