What is up with Parliament? I think it's crazy that Harper prorogued again. He's out of control. Why did the GG allow it?

    Proroguing actually happens fairly frequently.  Chrietien used it many times - the last time as a way to prevent discussions on the ad scandal.

    In this case, it was done as a way to stall bills until they were able to bring in new senators.  To date, a number of bills approved by the house have failed because of the balance of Senators.   It is a strategic move, maybe a little dirty - but certainly used by all parties.

  • I thought the Economist article made a good case for being at least a little perturbed by the move.

    About historical use, it says this: "Past Canadian prime ministers have normally asked the governor-general (who acts as Canada?s head of state) to prorogue Parliament only after the government has completed most of its legislative business in order to start afresh with a new speech from the throne outlining new priorities." In this case it has nowhere near completed its legislative business. What a waste for all government bills to die and have to start the process over again.

    It seems so wrong that he can put everything on hold until he arranges the Senate in his favour.
