on a congratulatory card you have to sign but have no interest in signing?
Here's the situation, this person "works" a lot but most of the time is on the phone with her H or mom, shopping online, or playing solitaire. The director thinks she's a hard worker because she's always talking about being so busy--so, she wants to congratulate and thank this person for being the best on the team.
She's responsible for training me on various tasks but has only trained me on the basics. Yesterday, I was called out on doing something incorrectly and messing up a bunch of accounts although I did it the exact way she told me to do it (I even offered to fwd the emails to the director but the director declined).
So, I have to sign the card because it's a small office and it would be in bad taste not to, but in the same case, she doesn't deserve to be congratulated for her hard work. What do I write?!

No, no one else gets this treament.
Then your boss, in effort to create a happy work environment (with praise/cards) is actually causing a toxic one.
You should get your boss a congratulatory card for that.

Ugh, that sucks. We have one of those at my office and it bugs the crap out of me. Her office is right near me and is on the phone constantly with personal stuff (everything from her relationships to her doctors' appts to b*tching about her job) and then as soon as the boss comes near she acts all flustered like she's soooo busy.
But I digress... I think what you wrote sounds fine.
