  Is that shrimp?  I'd expect the tails on shrimp but not cafeteria fish.  Leaving the tails on fish is sometimes popular in ethnic or high end places-and I'm assuming your cafeteria is neither.  Then again the cafeterias at work often try to be gourmet and fail miserably.  They once made beef sushi.  Blech!

  I think it looks like over breaded butterflied shrimp. I can't really tell from the picture.

  Actually it is a VERY nice cafeteria, and every day they have an item from another culture. This is a Japanese dish. I forget the name. But it's actually supposed to look like that.
