I just hosted a cupcake themed baby shower. maybe this will help..
What a cute idea! I thought these are some cute ideas:

Bumble Bees
I haven't necessarily done a cupcake theme, but I've done cupcakes for Jackson for his 1st and 2nd birthdays--has been a huge hit, and a fun change to a traditional cake!
Favor ideas might be color-coordinated M&M's in little baggies, or some other fun candy. I recently saw a really cute idea--rice krispy cupcake lollipops! It might be a fun decor idea, too.
I did find this website...hope this might be of help!

I was gonna suggest this. Might be a fun thing for the parents to do as well.
Jelly beans, sprinkles, M&Ms, those letters and numbers sold in the cake section at the grocery store.
She used all sorts of candy! I know some she got from bulk, and you can use food coloring to give kids a few choices of frosting colors. She put the sprinkles, candy in small paper cups and let them have at it!
