Is there a social services agency that assists single mothers with low income housing?

Housing would be dealt with through her municipality and social assistance money would come through the federal and provincial office.

In Alberta there is a Rent Subsidy program that is assesses your need based on income. There are other programs that you could apply for also. As pp mentioned, each province has its own assistance programs.
