Gerrie - The seahorse is stuffed seahorse that glows and plays lullabies when you press it's tummy. It's very popular on the 0-3 board because it helps some babies go to sleep.

As Linnea said, it's just a popular toy on 0-3. We use it for Nadia every night when I put her down in the crib.
Jen, you should definitely get one! They're a cheap toy but some babies just love them!
