Has he looked into joining the freelancer's union? My brother's a member because he's a temp and gets his health insurance through them.

You mentioned he was a 'struggling waiter' so I assume that means he's an actor. I'm pretty sure entertainment is one of the applicable fields. As in, I know it is in New York, so I imagine it's the same deal in California.

I put in your BIL's stats (25 y/o male in SF?), and it gave a few high-deductible options with reasonable (<$100) premiums, and a third, more comprehensive option for $280/month.
I'm guessing Asthma and ADD are relatively inexpensive problems, depending on their severity. As long as he can afford the medication, the doctor visits are relatively infrequent, no? So an otherwise healthy 20-something guy would probably be fine with a high-deductible plan. You guys can take a look, though, to see what you think.
Hopefully he gets the right work to get SAG benefits, though!
