I am SO happy with this texting while driving law. I've had numerous near-misses b/c some asshat is texting. I wish the fines were steeper, though!

I saw that she is going to sign the bill, and I agree, texting while driving is dangerous.
However, how are police really going to know? What if I'm dialing a phone number, and get pulled over for supposed texting? I wasn't texting, but I was typing a number. Am I just over-thinking the whole thing?
I thought about that, too. I'm hoping it will just keep most people from doing it. I suppose maybe you could show the officer your phone to prove there were no texts sent, but that might be an invasion of privacy? The officer would have probable cause, though, wouldn't he/she?

According to my cop friend, the police do not have probable cause to look at your phone if they pull you over for suspected texting. You can show them the phone if you want too, but you don't have to. If they ask to look at your phone you do have the right to decline. What I personally think will happen is a lot of people will just start speed-dialing or using the voice activated dialing more frequently.
I don't know how they will enforce it either, but I'm happy it is being passed. I'm from Ontario and they recently passed a "hands-free device only" law so you can't even hold you cell up to your ear while driving.
I think 30 years from now we'll look back and be amazed that you could ever text/call while driving. Sort of like how you didn't used to have to wear a seat-belt.
