Not in NJ/NY, but still close, in Philly, there is a little boutique that sells designer dresses that were either sample dresses in trunk shows or dresses that were worn in runway shows. None of her prices are over 800$.
There are a TON of dresses crammed into a small little room, and the woman who owns the place is extremely helpful and aware of her stock.

I got an Alvina Valenta dress #9556, it was originally 3500$. it wasn't stained or damaged in anyway. With the money I saved, I was able to go to an amazing seamstress and have it embellished with vintage lace, pearls and brooches and still stay within my budget.
