city of austin does toilet rebates too. we've done 1 in our house so far and LOVE our new toilet (as much as you can love a toilet anyway). it has NEVER gotten clogged in the year that we've had it and the lower flow is really a huge difference. the one we got has a teflon coating which makes it almost unnecessary to clean! no more flouride ring at the water level and nothing gets stuck to the sides either.
and - it's pretty easy to install a toilet yourself, as long as there are 2 people doing it. my DH and I have done it twice now (once in our old house because a toilet broke) and haven't had any problems at all.
We did this through the COA and loooooove our new toilets! We've had them almost a year now and they are great! No problems with the low flow.
In Austin, you pick from a certain group of toilets, and the city reimburses you. So as long as you have the cash for the "nice" one, you can get a great toilet! I think ours were only around $100 each? Maybe $115, I don't really remember.
