Snow is better as you go north. By Christmas, everyone except Ski Sandia (in Albuquerque) should be open. How much they will be open is teh question. I responded to you on the Travel board, so look there....
New Mexico doesn't have any breed restrictions taht I know of. we're a pretty dog-friendly state, so they should be welcome.

Any clue on the cross country situation? My parents are crazy and XC ski. Dad is worried there won't be enough snow for them.

I have also never heard about any breed restrictions in the state.
The best place for XC skiing is Enchanted Forest SX Ski Area (http://www.enchantedforestxc.com/). They open in mid-November and always have snow around X-Mas. They're dedicated to snowshoers (which I am) and XC skiers. Enchanted Forest is in Red RIver, NM (about an hour from Taso) and is known for their fun progressive skis (as in you ski or snowshoe to different stations and eat food or chocolate, then you go to the next station).
My favorite snowshoe trip is to do the full moon on the Sandia tram in Albuquerque. It's popular with snowshoers, XC and freestyle snow boarders. You take the tram up to Sandia Peak and then play around on the ungroomed trails. Snowy perfection.
Diamondchicks rec for Valles Caldera is also great.
Northern NM will have much better options for you. But it is really hard to predict how much snow there will be at any given time. Sometimes there is a ton and sometimes they have a ton of man-made.
I have never heard of any breed-bans, I didnt even know they existed. So, it is safe to assume that you shoudlnt have any problems bringing your dogs here.
