I don't know him, but he does kind of odd stuff - like cleaning his driveway with a leafblower even though there is no visible dirt...or leaves. Anyway, he's out there right now washing his car in the driveway. It's raining. 
At first I thought maybe he was trying to conserve water or something, but nope, he has the hose on full blast. I think he's just weird.
Re: my neighbor is weird
He's not terribly friendly, and I don't tend to talk to most of my neighbors, so that would be a no. You're right that it might be entertaining though!
That was my initial thought until I read further and you said he had the hose on full ball too. Check his garden for magic mushrooms.

He does sound a little nuts.
My husband would faint dead away if he saw someone washing their car in the rain. On his list of maddening/illogical things, this ranks right up there with Socks With Sandles.

I have been known to sport the Socks With Sandles look. When I was in college, the only shoes I had that were comfy enough to wear while standing in front of an easel for 12 hours were Birkenstocks. So during the winter I wore something similar to this:
Haha, don't be ashamed on my account! On a recent vacation my FIL wore black trouser socks with deck shoes (in plain view - he was also wearing shorts). Did I say Word One about it? No!
Because girls who wore spandex leggings with oversize tops and side-ponies and tee-ties and jelly shoes and snap bracelets and tall bangs and mismatched socks and <i>impossibly large</i> rose-tinted eyeglasses and pairs of earrings where one said "Boy" and the other said "Crazy" should not throw stones
hilarious! and - not only mismatched socks, but layered socks too!
btw, that picture must be of a knitter - those are handknit socks, and knitters find the ahem, strangest ways to show them off. you can bet that that woman feels no shame - just the opposite, in fact! ...and yes, i knit socks, but i do draw the line at socks and sandals! socks and mary janes though, i'm starting to think are okay?
