Potential oak wilt and a bumpy yard

So we recently bought a house with a small oak tree in the yard.  The leaves on the top of the tree are completely black (well very very dark green) and are beginning to curl.  Does anyone know if this is oak wilt or if it could be something else? 

Also, our yard is extremely bumpy... like to the point that the screws on my lawn mower come loose when I mow!  My H thinks it is due to earth worms but when you look at the yard, you would never know it is bumpy. When I google images it shows small dirt mounds for earth worms.  Our yard is all green but has tiny 1.5 inch bumps everywhere. Is that caused by earth worms or could there be another issue?

    Several things to consider in oak wilt: When you say it's a small oak, does that mean young? As in planted in the last few years? How long have you been in the house and observing the tree? In that time, have you observed a noticeable change in the appearance of the tree? What species of oak is it? Is there a high incidence of oak wilt in your area?  Do you know if any oak trees have been removed from the property, or from surrounding properties, in the past couple of years?

    The bumpy yard could be tree roots, rocks, (dig to find out), or even mole mounds (soft soil bumps).
