I have no idea how to do this. Do you just contact the companies on your own? I don't think many companies are going to be super excited about giving away a product to a blog that has 20 readers

I'm in the same boat.
Well you should get your following up to about 100. You can join blog hops (Fridays are usually Blog Hop days so just looks at blogs to find them... I have four on my blog this week), join Mommy Bloggers Club, start following more blogs and leave them comments that you would like them to follow you, etc. You can get up to 100 pretty quickly!
You can also start by contacting companies that you already buy from or have tried their products. For instance my first big giveaway was GudonyaToo whom I was already a customer of. You can also bribe fellow Nesties you know who have Etsy shops to do a giveaway with you. Then pay attention to the companies that other blogs are doing giveaways with. Usually if you see the same company frequently you'll know that they budget for this sort of advertising.
I have two that pretty regularly do reviews and giveaways with blogs with lower numbers. If you want their contact info you can e-mail me at jebuell(at)gmail(dot)com. I can also let you know how to pimp your giveaways to get more entries.
