So ex sends H a text message saying "you are supposed to be paying 52% of Amanda's doctor bills not covered by insurance and I got a $300 bill for her diabetes specialist. Maybe I should take it to Friend of the Court if you keep talking sh8 about my last name!" OK, so why is this the first time she mentioned this doctor bill? Amanda went to the specialist like, 2 months ago. She never told him about it before! How convenient. So he owes $156, why don't they send us a bill for his portion.
He said he watned to tell her it's not her last name, it's his. I told him he better not go back and tell her that because I would't put it past her, then I told him he can go tell friend of the court that she opened his mail too. He says they won't care because they treat the non-custodial parent like garbage, but last night our friend Sean told him they WILL care about that because it's a federal offense to open someone else's mail.

First, I would also demand the bill then pay it directly to the dr. If you don't, she could pocket the $$ then take him to court for the bill and say he never paid it. Trust me, I've seen it over and over. First you dont know if the bill actually exists, 2nd - you must have a trail to show you've paid it to the doctor. 3rd - let her take it to friend of the court, that way when they come and ask him for the $$ he can say "sure, here you go, I have no problem paying for my share of my daughters bills....as long as I'm given copies to know what I'm paying for". Makes him look totally reasonable and cooperative and her like a whiney troublemaker who can't put her big girl panties on and work with him directly to sort this stuff out.
I pressed charges on my DH's ex - for nearly hitting me with a car and flipping me the bird (highly illegal here in Germany - BIG TROUBLE!)... Laws are there for a reason - if they break them (postal/federal laws) they need to know the consequences.
DH's ex found out about my police report in the middle of the latest court hearing about the step-son..right in front of the judge who then went off on her for her inappropriate behavior which she didn't even deny when asked - HAHAHAHAHAHAHA!!!!!!!!!!!!!!

,p>In most divorce/custody cases we are dealing with here at work, there is a rule that a bill is to be forwarded to the other parent within 30 days and then the parent paying half of the bill has 30 days to pay it. If she wants you guys to pay a bill, she should forward it and then you submit payment directly to the provider (like Cass suggested).
Sometimes people just need to grow up!

And she obviously has serious issues letting go! I also have a good friend who was married two years ago, and her DH's ex is a lot like your DH's ex...she plays a lot of games, and unfortunately has drawn the kids into the fray, by telling them bad things about my friend and her new husband, and making them feel like they have to choose sides...She is always so stressed when we get together for our girls getaway weekends. Every time there is another new drama with the Ex.
And since she clearly is no longer "Mrs...", and she seems to want to fight him on the name issue - then I would definitely say that she is either not over him, or jealous and angry because he is obviously over her...too bad for both him and you, though!
She sounds like she is very bitter, maybe that his life is going so well and her's isn't so maybe she is trying to cause as many problems with you two as she can to make herself feel better. Whatever the reason she is being childish and I think any court who got the full story would be on your side. Also I agree about paying the bill directly, better safe then sorry...
Also this might be opposite of what the majority thinks, but is it really that big of a deal that she change her name? (Personally I would prefer to have the same last name as my children.) Especially considering Amanda is still in school I would think that it is something that may be important to her. Also I feel like if it was really that big of a deal he should have had her change is when they got divorced and not now after he got married it probably feels like he is using it as leverage...maybe you could ask that she change it to Ms. if she isn't already going by that...as long as she stops opening any mail that could potentially be yours.
Again just my opinion.
