--Added wording in last post below, what do you think?
As background, one of my coworkers is a program manager and as such he takes submittals we have for our customer and actually hands them off to the customer. So when I'm done with something I don't directly give it to the customer, I give it to him.
One of the customers is in the UK, which is 5 hours ahead. We had a submittal due "end of July" which would techncially be the end of the day Friday.
My coworker routinely sits on things we give him and submits them days later which is getting really annoying.
This time, the customer contacted him, and at 6:30am my time, I got a call from him asking if we could expedite and instead of having it done end of the day U.S. time, have it done end of the day UK time, per the customer's request. I said, yeah, sure, and called my team to work to get it done a few hours earlier.
We met the deadline and sent him the document at 11:00am our time, which is 4pm his time.
Well, he didn't send it until 5:00PM yesterday. A whole two days late! If it had been due end of the day our time, that would be ok, but it's not when they asked for it before then.
I hope this makes sense...
I started an email telling him that I'm disappointed, we jumped through hoops and reallocated work (and other deadlines) on Friday to meet the request and then he couldn't be bothered to send it. I didn't say it like that, but I'm having trouble figuring out how to address this. I don't mind talking in person, but he's out of the office today and we have another customer in the rest of the week so I won't have a chance to talk to him in person.
Any advice? And a drink for anyone who got through this... (Virgin for the pregnant ladies.)

UGH!!!! How frustrating!
I think you should send him an email explaining what your team had to do to get the job done. That is was very important it reached the client by the of THEIR business day and it was received 2 days later. That is looks bad on the company. Something along those lines. I am sure someone else will have better wording on what to say.
Beck, he's making us all look really bad. He's very disorganized and he doesn't see it as a big deal but honestly the UK can't stand working with him. (I work with mostly guys so really hoping nobody lurks here at all). And this isn't the first time he's done this- there is always a decent lag between when we give him something and when he sends it on, and he really doesn't do anything with it (doesn't even read it I don't think). He's just the point person.
Zilla, no, I'm not his supervisor. We work for the same person. I'm kind of the lead for the team that did the answer but I'm an engineer and he's a program manager, so we kind of have different roles (I'm more technical than he is in the current roles). I'd rather try to address it with him first before going to our boss, just trying to figure out how to handle this because I tend to be very blunt and outspoken and want to try to tone down what I say but still get my point across.

I'm really disappointed that this didn't get sent until yesterday evening. We made a huge effort on Friday to get this done by 11am as I told you earlier in the morning, so that we could get it to ND before the end of their work day on Friday. In the future, if you ask us to work more quickly to meet a deadline, can you please let me know if it's not going to work with your schedule? I know you were spending time with your brother but I assumed when I said we would have it by 11am our time, that it was ok with you and would pretty much immediately get sent on to satisfy ND's request.

I'm sorry this happened! What a dummy. I know a few project managers that really don't seem to do their job well.
This is sort of off topic, but I don't think I knew that you're an engineer. I'm actually starting a bachelor's program this fall to get my engineering degree. I currently work in the engineering department of a Japanese company doing mostly technical editing (my current bachelor's is in Japanese and I like science ), so I'm looking to kind of develop my career in engineering further. Anyway, I feel ya on the international deadlines. We deal with the parent company a lot and it can be difficult with them being 13-14 hours ahead.
