I received a Save the Date for an upcoming wedding. Inside the envelope were two color swatches. On the STD, it said " Please see enclosed color swatches for your outfit ideas for that day. Please be creative"

Uh, ditto. Lame.
It's not a themed wedding that I am aware of and they didn't list the location on the STD. But I do know it will be somewhere in Marietta. I've never met the bride. DH is friends with the groom so I don't know much.
Does this mean I'm supposed to wear a dress in those colors? B/c I don't have one and I wasn't planning on buying something new...

Can you have your DH get in contact with the groom and in a VERY guy way say "so, uh, whats with the pieces of cloth in the invite?!"

yeah, I think that's what I will have to do. also, they didn't send actual swatches. they just printed the swatches off the website so it's actually hard to see the color clearly...

If they were a fun couple and were doing some sort of a themed wedding and wanted to include the guests in the fun (say Halloween and everyone dressed in costumes or something) I could understand the additional information.
Since that's obviously not what's going on, I'd say screw it and just side eye the swatch color suggestion.

What?! First of all, who coordinates their wedding so that their entire guest list matches the wedding?! Um, no thank you. Secondly, it is very, very rude, inappropriate, disrespectful (I could go on and on), etc. to ask your guests to do that especially if it forces someone to go out and have to buy something to wear!
I wouldn't go just because of that reason!

Update: DH did the guy email to the groom to inquire about this. The response: "Yeah, those were the color suggestions for y'alls outfits. But don't buy your outfits just yet, we may decide to elope"
