My in-laws next door neighbors have a little chihuahua, Tiny, that is outside all the time. They feed her but otherwise ignore her and leave her outside all day long (their yard is unfenced) so she walks over to my inlaws place and lays on their deck or hangs out in their garage. They have kind of "adopted" her and let her in the house sometimes when it's really hot.
Mike's worried this will become a problem with the neighbors. I think it's inhumane to leave that little dog outside all day long, plus they live right off a very busy street and we worry she'll wander into traffic, but I don't know how you'd broach that subject with the neighbors either. The family is Vietnamese and I don't think the elders of the household speak English very well. WWAFSCN do?

I would maybe talk to the neighbors? Let them know that their dog wanders and that it isn't safe for it to be out all day and night? Then if they continue, call CPS--I mean, Animal Control. In our neighborhood, owners will be ticketed against wandering dogs and I think there is some sort of animal care law that protects animals from being neglected outside in the heat.
I wouldn't say KEEP HIM in this case. I mean, it is only a chiuahua. (I'm kidding, but they are my least fav dogs)
If they are okay with it continuing as is, then I'd just keep doing it without saying anything. If the owners aren't complaining, why bring it up? If they have a problem with it, then they should take care of their dog.
However, if your in-laws want to make it their dog then that could get awkward. But if they approach it in a non-accusatory way it could work out for everyone.
Our neighbors had a similar situation and they were giving it baths, letting it in out of the cold at night, took it in when the owners went away for a few days. They basically told the owners that they were willing to keep it (instead of telling them they were sucky dog owners) and let their kids visit whenever they liked.
This sounds very similar to the "owners" of the dog I found. I would keep doing exactly what your in-laws are doing and I second Tasty in calling someone to look into the neglect situation.

I probably would just give the neighbors an FYI a la, "hey, if you get home in the middle of the day and it happens to be 136 degrees out, your dog may be in our house, just so he wouldn't, you know, die of heat stroke"
If they don't feel comfortable contacting the neighbor directly maybe they could talk to Dog Deserve Better to get some advice or see if they have a representative in their area that could go talk to the neighbor.
