So I finally talk to the billing guy at the vet today, explain the situation- that the old vet decided not to charge for putting down Bart and Galileo because he was changing over the practice to the new vet and he felt bad after having treated them for so long. (this was Dec26/Jan6).
Well the billing guy insists that it was done on Feb 26th and by the new vet. I tell him I am pretty sure I remember when my cat of 13 years died and who did the euthenizing. I asked him again to talk with old vet to confirm. He says he doesn't know why he should call the old vet since the new vet did this on Feb 26th. I mean, we are going in circles. I felt like I was arguing with a brick wall. I was thisclose to losing my shitt because I was just frustrated and upset yadda yadda. But I held it together and just asked him to send me an itemized bill.
This afternoon after more advice on what to do from my mom, I call back to ask for a copy of the medical records showing the date the fees were incurred.
The business manager comes on the phone "imsorryimsorryimsorry". Apparently after our call he went digging through the records, found the dates of service from our old vet incliuding a note that he was forgiving the charge.
He was writing a letter of apology to me when I called.

yeah, well this process brought up something else. We did see them on Feb 26th for Pineapple. We got her spayed. I had totally forgotten about it. Anyway, we didn't like the vet and almost immediately noticed that she had an eye infection so we went to a vet down the road. This vet told us that it was a result of something that went wrong in the procedure- they didn't properly lubricate her eyes or soemthing when they put her under. SO it caused her to get an eye irritation causing an eye infection.
So glad to hear it's been resolved. I was getting so annoyed on your behalf.
