I was thinking about surprising my husband with a weekend trip to Duluth. What are some things to do there, places to stay, etc? We will also be bringing our 7 month old daughter.

I think Canal Park is a fun place to stay if you want shops, the lakewalk, etc in walking distance. I most recently stayed at the Inn on Lake Superior and everything was good.
I would tour the Glensheen Mansion if you haven't before. My favorite activity in Duluth is honestly just walking, running, biking and being outside. I hope you get some nice weather!
We stayed at the Comfort Inn and Suites a couple summers ago and it was really nice. It's on/in Canal Park, so lots of fun places within walking distance. They have a huge continental breakfast in the morning, and if you can get a lake view room, great.
We were there when the tall ships came in, so we basically did that and had some friends with a sail boat, so we went sailing. I read somewhere about a historic train ride, that might be fun. And they have a Zoo, if you're into that.
We were just up there a couple weeks back. We stayed at the Holiday Inn downtown. It was wonderful. It was within walking distance of canal park and we had a great view of the lake.
I would recommend the Vista Boat cruises and maybe taking some time to drive up to Gooseberry falls. My kids loved it there. Gooseberry falls was about 40 minutes North of Duluth but totally worth the drive. We also did the Train ride --- not worth the money in my opinion.
