A little back story to preface my question: I hit my 10 year mark w/ the company I work at on February 7th this year. I waited and waited for my boss to update my vacation time (we're supposed to get an extra week when you hit 10 years, so I would then have 3 weeks total). Come beginning of July and he hasn't even acknowledged the fact that I've been here 10 years (yeah I'm pretty salty), let alone add my "extra" time. I sent him an email in beginning of July and he acknowledged he got and asked if he could work on it when he was back from vacation in a few days, sure no problem I say. Sept. 1st I hadn't heard a word, so I emailed him again and said politely where are you at with this b/c I would like to plan some time off. He immediately replies saying "its on my list to do". Today is 9/15 and he FINALLY gets its done.
The part that I'm really upset about is that today he tells me I have an "extra" 34 hours (its prorated b/c my start date was 2/7 and he is super weird about that stuff, come 1/1/2011 its a full week) then proceeds to say 'but you can't take all that time off b/c we need you here and we're really busy; I can't have you out that much. I can "bonus it out" to you since you have so much time left".

I wouldn't have so much time if he would've done it in February like he
was supposed to. I could've taken all kinds of days off here and there
to use it up, which I would've loved to do.
- I shouldn't have to ASK you to handle it when it was apparent you were planning on letting it go completely (he has a history of this type of behavior).
- What right do you have to tell me I CAN'T take vacation that I've earned putting up w/ your shiit for over 10 years?!
Am I wrong to be upset here? All I can say is GRRRRRRRRRRRRRRRRR! What a tool.

I would be angry to. My boss is kinda a tool like that as well. She likes to tell people they can't have vacation because there are to many people away or because we'll be to busy. Like, it's my vacation and I am entitled to it. It's not like we have a busy season or a better time. We're the hospital, we never close and we're always busy!
I don't know if it would do you any good to say anything about it to him since it seems obvious he's less then interested but I would fight with him if he gives you a hard time about taking off time you've earned and that you deserve!
Until my current job, I had always worked at places where it was corporate culture to accept that vacation days would just be paid out and actually using the days for days off was discouraged. It is maddening, especially since people perform better when they take time off. However, where I'm from, bosses always have the right to institute their own rules regarding vacation policy with regard to their team/dept.
My problem with this situation is that the only reason he posted your new accrued time is because you pushed him--otherwise, he had no intention of giving it to you (whether to use for time or a pay out). He sounds like a complete jerkface.
I completely agree with Munkii regarding vacation policy. It sucks that someone when bosses tell you that you can't have off on a particular day, but it's the way it goes.
The bold part about him being a jerk? Just makes it worse when he says no.

I'm def most bothered by the fact that I had to wait over 5 months AFTER my 10 year mark to realize that he wasn't planning on doing anything about my "extra" time, thus resulting in ME bringing it up to him. Then he sits on his arse w/ it for over 2 months not doing anything about it after I did bring it to his attention before he gets it done. Which yes, now that we are essentially in the final 3 months of the year, I will never be able to take the already 4 days I had plus the 4.25 I just got added. If I didn't need the money, I would've been gone years ago when I got smart to what was going on here. Hopefully when we list our house in January it sells quickly. Our plan is that once we sell the house, I'm finding another job that I actually enjoy, and can afford to take a paycut at that point.
Thanks for everyone's advice and suggestions. I needed to vent to get that off my chest. Def makes it even more difficult today to want to do anything here.
