I've been on several interviews and they all have seemed to go really well. My skill set, education and experiences all seem to be a good fit. I respond well to questions. So I think I'm a solid candidate for the position. When we get to the salary negotiation phase, it seems to go downhill. There is no back and forth. As soon as they hear what I'm requesting (as a range) it stops. Even when I mention that the salary is negotiable. What gives? Any advice on what I should be doing differently. The salary I'm requesting is very reasonable given my education and level of experience. (I would say it's in between 50% and 75% of the national average).

Where are you getting your national average? And more than national average, I think you need to look at regional or city average. Are you in Qatar still? If so, could it have to do with your gender? Perhaps the national average there is male leaning and they won't pay females the same amount.
But next time you don't get a position, ask them what prompted that decision. Perhaps you think it is salary, but it may just be that they had a more qualified candidate...
I am still in Qatar. Salaries over here are mostly nationality based, I haven't heard of there being a huge difference between male and female of the same nationality. My thought is that it is a similar variance to what's seen in the States. That's why my range was so great. There are job search engines (Similar to Monster or Career Builder) that have salary tools, I matched that to known salary offerings with other positions. The numbers looked reasonable.
A PP mentioned to ask for fair market rate. Do I call it just that, or should I do research to come up with a dollar range?

Two of the positions, I've interviewed for, I've been the only candidate in the running. One of these is still on the table. The other one point blank told me they couldn't meet my salary demands at this time. They didn't offer to negotiate.
Of course the job search isn't really that black and white. There could be something as gray as personality that keeps me from a position. Which I understand, but I'd like to be on top of my game in as many areas as possible. To present the best me possible.
Are you sure what you are requesting is within the range of what they are actually willing to pay a new hire for the job? Education or not, if you don't put your pay range within what they are willing to offer, it ends there...you are either to expensive for them or they think you think of yourself to highly. Also are you looking for positions where they are even willing to negotiate? Some places have starting wages, and have that set, and are not willing to negotiate because of education or anything. They start you where they can, and maybe there will be room for promotion from within because of your education.
They may stop when you suggest negotiation, because they think what you are expecting is the be all and end all of what you will take. They may just give what they give, and not be a company willing to talk about it an negotiate. I would check out what the starting wage is for the position before applying, and make sure you are not blowing yourself out of the water before you get there.
