Yep. That's a body builder in a little santa suit (looks like what the VS models wear in the catalogs - WTF?) with the face cut out.

As someone who works for an airport advertising vendor, some of the creative that comes through here is crazy. I think most of the A&F ads have to show chest and up and not what you see on a billboard outside.
