We live in a new apartment (built in 2008) and I noticed recently that our water from the kitchen sink and shower head smells like mildew. It will last for a few days, go away and then come back.
The last time I noticed it, I also noticed that they were digging around pipes at the opposite end of the complex. The apartment complex doesn't have real maintenance people, just a few handymen with no real skills in anything. The office staff is also really dumb when it comes to making any type of request. (I once asked if we were responsible for replacing the oven light and I got a a cocker-spaniel-head-tilt-vacant-stare and "your oven has a light?!")
I'd like to have some suggestions of what could be wrong/what to fix before I call them since they don't seem to be the brightest about these things. Any suggestions?

I (unfortunately) googled "water smells like mildew" and came up with way too many results that aren't good. It could be something as simple as the filter or it could be something as bad as bacteria in the water which can lead to all types of diseases. Just lovely.
I rarely ever see my neighbors (our building is 1/2 empty) so I don't know if they're having these issues too, but I'd imagine they are since I'm on the second floor and it wouldn't seem possible for it to only happen in the middle of the building.
I'm going to start with calling the apartment complex today. Next step (when they inevitably do nothing) is to call the city. Our water bill comes through a 3rd party out of state so I know they can't help us.
