I am a little confused- are we really supposed to make 15 batches of cookies? *Sheepishly* I can't really afford the supplies for that many cookies right now... 
For some reason, I don't remember making that many cookies last year, but I might just have no memory at all.

No way I'd make 15 batches. XP from below:
"traditionally" the idea of the cookie exchange is that if you have 12 people attending, each bring 12 dozen (all your cookie) and you leave with 12 dozen (a dozen of each attendee's cookie)
In the past, we've figured out that a lot depends on your recipe. Some recipes are really time intensive and making 12 dozen is really prohibitive (cost or time) so I was trying to make things easier and saying "sets" instead.
A set may be 2 cookies, so, you'd make a total of 30 cookies. (although I think it would be nice to have at least 4 cookies of each type.)
I read your other response to my question below as well. And I agree that I can't afford to make that many sets. There's A LOT of cookies in one batch, so I may just make 2 batches and split them up that way.
So here's my next question. Do we make a set for everyone and then bring a plate to eat while we're there? Or do we just expect people to eat from the set we give them?

Absolutely, I'm planning to make 1-2 batches and then divy them up.
It's up to you if you'd like to bring more than the basic exchange or not. The exchanges I've gone to we all just ate out of what we'd exchanged.
You also don't need to package them or anything.
Do bring a large plate or tin to collect your cookies in though.
