Apparently, I've become one of those neighbors.
Some idiots down the street left their dog outside for I don't know how long--long enough for the dog to bark continuously and yelp in pain. After about 5 minutes, we peered out the window trying to find where it was coming from. When that didn't work, I went outside to find it, which worked.
We went to the townhouse where the dog is, rang the doorbell and waited for about 3 minutes: no answer. All the lights were on, there was an open beer bottle next to the front door, and shoes were scattered around...yet, no answer.
So, yeah, we called the cops. Hopefully, someone will show up soon. This has been going on for over 30 minutes now. Some people have no business having pets.
ETA: It gets better. Another neighbor went down to check it out and also got no answer. He did notice the dog is tied up with telephone wire. We heard him calling the cops as well.
DH went out to talk to him when he got off the phone: the neighbor said cops went in the house since no one answered. The cops brought the dog inside, and now the dog is back outside. Awesome. We've called again!

Oh my gosh! Poor puppy!
We have a dog somewhere in our neighborhood that is outside howling ALL the time. It's not the howling that bothers me, it's the fact that the people never bring the dog in. The poor things sounds soooo sad constantly. It's been super cold here (wind chills in single digits) so no dog should be left out for more than 10 minutes at a time. I've called the cops before and they said there is nothing they can do... what?

The police came back and took the dog with them this time. DH and a neighbor spoke to the officer this time, and the state police neighbor came home during the "interviews" and decided to stop by to help.
Now we're all wondering if something happened to the people because the p.o. said she checked the garage and there was a car. If something happened, I will feel terrible for the people, but I can't imagine a kidnapper or thief tying a dog up on a telephone cord outside, hiding from cops, and retying the dog up outside again once the cops leave.
Ugh...DH and I used to visit his mom in San Antonio when she lived there. She lived in a crappy neighborhood and people had dogs tied up in their yards basically as security to keep people away. They never fed or gave their dogs water. When the dog would die, they would just get another and the cycle would restart.
There were so many strays too, the dogs basically owned the neighborhood because there were so many.
His poor mother took care of so many dogs around the neighborhood, and the human society couldn't do anything because they were already overfull.
The way some people treat dogs disgusts me.

This reminds me of Alabama, seems like people don't really care too much about their animals either. There's a dog that lives behind my house and he has a TINY dog house. He is a big labrador. He stays outside all the time, rain, sleet, and snow. I feel so bad for him because the owners said he got too big and so they got a little dog for the inside and he has to stay outside.
I wish I could take him, but I have 4 dogs already. I buy him bones every week and every night I fix him leftovers from my dinner and heat them up so it's warm. You can tell he is so lonely out there by himself. Hopefully, I can make his day a little brighter
