So we have new neighbors. They are a young couple (not sure if they are married or not) with at lest 6 cats (I think there are more) and one dog. Here are the issues:
1)we hear the dog whine.all.the.time. Especially at night. We have gone over there to tell them but no one answers.
2)the cats issues. Now, I am all for being a responsible pet owner but I have counted at least 6 cats (they like to sit in the windows) and I am not sure if the landlord knows and that this may be a health issue. I have two cats and while I joke I want more, I know a one bedroom apt is not the place fore more cats!
3)they fight-alot and at all hours in the morning. DH has heard them on numerous occasions and when we try to talk to them. No one answers the door. I am not sure if they know someone is at the door or they are never there!
WWYD-talk to them first or notify the landlord? If we contact the landlord, what should we say?
I don't want to cause any issues btwn us but we have had sleepless nights and it is affecting us!

I would leave them a note outlining your concerns (although I wouldn't accuse them of having too many pets since you don't actually know how many they have). Be polite but firm. Definitely tell them that the noise is disturbing you. If the issues don't get better in a week or so then I would go to the landlord.

I would start with a polite note taped to their door, since they don't ever answer. I wouldn't threaten anything re: the landlord yet - I'd just say something like, "Welcome to the building! We've been meaning to introduce ourselves and say hi, but we seem to keep missing you at your apartment. Just wanted to mention we've noticed some loud noises coming from your unit and dog, and we were hoping you could keep it down a bit. Happy new year!" Or something like that.
If that doesn't do anything, then I'd go to the landlord. I'd mention the yelling and howling dog. I'm not sure I'd mention the cats unless they posed a direct noise or other problem to me.
I realize you don't want to cause issues, and I am not at all trying to discourage you from saying something. Just be prepared that some people don't react well to any such criticism and no matter how nicely you phrase it, it might end up being a "thing."
Love the note....I am going to show this to DH. I think this might be it. I am willing to take the heat if our neighbors react adversely. Sometimes they don't until told. These walls are thin as paper.
Totally... They might be perfectly nice/normal people who just don't know they're being loud. You never know! They might surprise you.
