I live off of a main road, on a 3 hour 'loop' type easement. Literally it just does pulls right off the road, and reattaches three houses later. We are the last house before it meets back up, the first house is actually a hiking club, and the middle house is the old Mt. Tam train depot which is now rented out in three units. The basement unit is rented by a woman we never see. The main house, by the most amazing woman ever--the dream neighbor, and the 'tower' a two story small unit, has recently been rented by a nightmare couple who constantly fight and cause problems. It is important to note that this is more or less a one way easement, and it is frowned upon to come in the side closest to my house.
The latest is the woman cannot park. She is supposed to parallel park by her building so that others can still pull through--us to our house, everyone from the hiking club through to the road so they can 180 and go home. However, she does a really crappy job and takes up the roadway and parks about three feet away from where her building. Usually, I can squeeze by but a few times DH has had to pull his mirrors in to get by or worse, go talk to her (and she has never responded nicely to the request to repark her car so that others can get through). It is as though she doesn't realize that it is a through street and people need to be able to get through--regardless of how many times we tell her. In addition, there is a huge sign posted about 5 feet away from where she parks that says it is county code _____ that there is always 12 foot clearance on the easement.
I am ready to get her towed by the county. I am done dealing with her, and driving on the grass to get around her. Our easement has turned into a mudpit thanks to that.
WWYD? And if you would tow her, who would you call from the county? Or would you just get her fined???

Is there something on the poster that says she can be towed for violating the code?
I know on my city's website I can anonymously report issues in the city and they will follow up within a few days that they have checked out the issue and the resolution to the problem. The web form requires my email, but not anything else. I would look on your city or county's website for a place to report issues.
Nothing says she will be towed. But isn't that implied? I think it is for emergency vehicles to get through etc. I am off to check our county website.
I'd just report her to the non-emergency #, that she is blocking the road and see what happens. Most likely they'll ticket/give her a warning, but I'd just keep reporting it every time it happens.

Since you have clearly already tried talking to her about it, and it hasn't made a difference, it is clear that you need to escalate. Is there any way that you can engage her landlord, so that the landlord can help set her straight about the rules and etiquette of the neighborhood (and also be made aware their tenant is causing a quality of life, and possible safety issue)?
If talking to the landlord isn't an option, I think it is perfectly reasonable to contact the police department. Perhaps they can send someone out to issue her a warning and/or a citation. It may enrage her, but obviously she isn't interesting in "playing nice" with the neighbors anyway.
When I was renting a condo a few years ago, I had a problem with people parking in my assigned spot (including my neighbors with assigned parking spots on either side of mine). I would always try to figure out who the car belonged to first, and go talk to them and ask them to move it. Most of the time it was a visitor who just didn't know better (or know there was a whole guest parking section). One time I found out it was a neighbor's car when the tow company was pulling it out and she suddenly came flying out of her condo to stop the tow truck that was driving out of the complex with her car. Her and I talked about it afterward, and I expressed that I didn't tow it maliciously, but I had no clue it was her car (she was a high price escort - seriously - who seemed to have a different car every couple of weeks). We didn't have an issue again. Another time my upstairs neighbor got all uppity about it, first insisting they weren't parked in my spot (until I showed her) and then being dismissive and non-apologetic. I finally told her "look, I need my parking space. Plus, it's a violation of the CC&R, subject to having your car towed. Park there again, and I will call and have your car towed from the spot. If you need it for an emergency situation, come talk to me and I'm happy to help out if I can. Otherwise, use your own spot from now on." Fortunately, I moved out of there only a couple of months later. Those people drove me bananas.
Just reread the sign... and it clearly states that violation will lead to towing. Woot woot!
I'll contact the landlord too... DH wants me to stay WAY anonymous, as she is fairly crazy, and we are pretty sure unstable.
Be careful when you contact the landlord. If they get a long you don't want the landlord ratting you out.
