It's a tricky scenario.
Dh is a huge milk drinker, and that was where we first went organic only. It was a really easy change and not a huge impact cost-wise since it was only one item. We've also had great luck at finding "manager's special" organic milk in our local store, so that's really helped w/ cost.
Fruits and veggies are heavily treated with pesticides, but I think if I couldn't make a full change I would focus on the "dirty dozen" for organic and continue to buy the rest conventional, especially if that meant extra money to buy other items organic.
The last kink is that meat is, by far, the largest environmental impact, so if that's of huge importance to someone personally that may be the place to start.

I would buy meat/dairy (I consider them to be the same thing - cows/goats in the food chain shouldn't be modified) and then grow my own fruits/veg.
Grain...that's a toughie. It's what I would sacrifice.
