Can you give us an idea of her budget and the time of year when the wedding will take place? Does she want the ceremony and reception at the same place? How formal/casual will it be? Is she more interested in Santa Barbara proper, or would she be ok with nearby places like Montecito, Goleta, etc?
I don't think any of us on this board are currently in SB, but some of us went to school there and are somewhat familiar with the area.

I went to a wedding at Rincon Beach Club and I LOVED IT!!! The ceremony and reception were both there and it was lots of fun and beautiful.
